Most dive sites in the Puget Sound are only accessible by boat. Also, for drift diving, a dive boat is essential to follow the current. Having a large group of experienced divers is really the best way to experience this area, especially considering the amount of time spent above the water! Most days consist of 2-3 dives, usually timed around slack, so there is plenty of time to relax on a dive trip.

DIY
Diving is very gear intensive, so the best way to try this out is to rent gear. It is also very dangerous, so proper training and experience is essential. There are many training organizations and dive schools available all throughout the world. A good place to start is to find a local dive shop.
